Practice Focus

Jesse represents individuals charged with violent crimes, homicide, sex offenses, drug crimes, DUI, domestic violence, federal criminal charges, and firearms offenses. He also handles appeals, post-conviction relief, and constitutional challenges, taking cases from investigation through trial and beyond.

His practice reflects a particular depth in forensic evidence issues. Jesse has published on cell-tower tracking data and serves as the Cell-Tower Science Case Evaluator for the Office of Alternate Defense Counsel, applying that knowledge to cases across the state in this rapidly evolving area of digital forensics.

Background

Jesse spent five years as a Deputy State Public Defender in Colorado (2004 to 2009), where he tried felony cases including homicide. As a public defender, he developed the trial instincts, evidence analysis skills, and courtroom discipline that define his practice today.

In 2009, he joined Jolie Masterson to form Masterson Hall, combining his forensic evidence background with her trial record in a criminal defense practice focused on Colorado’s most serious charges.

Federal Practice

Jesse has practiced in the U.S. District Court for the District of Colorado since 2018. He serves on the Criminal Justice Act (CJA) panel, representing defendants in federal cases including drug trafficking, conspiracy, RICO, and federal fraud.

Federal court operates under a different set of rules: federal sentencing guidelines, mandatory minimums, and the resources of federal law enforcement agencies like the FBI, DEA, and ATF. Jesse understands the procedural differences and strategic challenges that federal cases demand.

Forensic Science & Cell-Tower Evidence

Jesse has published and presented extensively on cell-tower tracking evidence, the location data prosecutors use to place defendants at crime scenes.

  • Published: “On the Government’s Misinterpretation of Cell Phone Tracking Data” (2014)
  • Appointed: Cell-Tower Science Case Evaluator, Office of Alternate Defense Counsel
  • Presented: Multiple continuing legal education seminars on cell-tower forensics, digital evidence, and forensic science challenges

Prosecutors routinely misrepresent what cell-tower data actually proves. Jesse has the technical knowledge to challenge these claims and the courtroom experience to explain the science to a jury.

Community

From 2015 to 2020, Jesse helped create and lead the LYRIC program (Learn Your Rights in the Community) through Denver Public Schools. He collaborated with other leaders to develop the program’s content, served as a lead presenter in schools, and trained new volunteer presenters. The program taught students about their constitutional rights during police encounters.
